Cima di Rape (Broccoli di Raab)

I'm trying to grow Cima di Rape (Broccoli di Rape Broccoli Raab/Rapini )and for the second year it comes up very stringy and flowers without the nice green leaves you see in the store. The picture on the seed packet looks wonderful. What am I doing wrong?

    If you are sowing seeds too densely, and plants grow too close together, you will get spindly plants that will quickly bolt before bulking up. Maybe try sowing seeds more sparingly or thin seedlings to allow at least 4" between plants.
