Bug ID In Northeast Philadelphia

It has a brown head and thorax? and a black abdomen. It has black wings, with a few splotches of white. It appears to have a proboscis? I think I used the right terms ;)

I'll try to get a photo uploaded asap. Hoping somebody local to me also has them and may know....
