purple vitex not blooming???

My white vitex blooms just fine but the purple one which is in the same culture hasn't bloomed in four years! It gets the buds but they don't turn purple. I fertilized it this year so its extra bushy but the blooms just aren't there.

    I have a purple vitex and it is blooming its head off. The only reason I can think of for the shrub not to bloom is that it isn't getting enough sun. Is something shading it?
