What is it?

Any ideas? Found it while hiking in York county, PA.

I think they are insect galls on a sumac leaf. When some bugs feed on a plant the plant reacts by forming this kind of big puffy growth, the bugs use it as protection and live inside.... I don't think the plant gets anything good out of the deal.
