bare trees in Poconos

I have a weekend home near Camelback and noticed quite a few bare trees last weekend. Can't recall whether they leafed out in the spring. For many, there was greenery in the lower third of the tree but the upper two-thirds were totally bare. Oaks seem most affected. Any thoughts?
