ground cover for zone 5 central PA

Hello,

I am looking for a good (hopefully native) ground cover alternative to plant in a rather large area in our community.

right now it is an eye sore - and it also is expensive to bush hog. i am trying to avoid crown vetch or any other invasive.

something that is hardy, drough tolerant and easy to manage is preferred.

we also have a steep bank to consider that has homes on the top - i was originally considering a native meadow, but i fear that as beautiful as it might be, the people along the bank would worry about insects - and we would still have to mow it a few times a year.

Now i am thinking about planting something that is low along the bank - and perhaps a wildflower meadow at the base of the slope where insects wouldn't be an issue.

Any suggestions regarding plants and management of this area would be much appreciated!
