Need advice on digging and overwintering shrubs/perennials

We may be unexpectedly moving in late Nov/early Dec. However we won't know for sure until early late Oct/early November.

We have only lived in PA for 2 years so I am still getting used to the winters, the ground freezing etc as I lived for 30 years in zone 9.

From research online it looks as though the ground won't be frozen by early Nov where we are (Southeastern PA); so I think I should still be able to dig out the plants I want to take with me.

My question at that point is... should I try to dig new holes and plant them at the new house in late Nov/early Dec or is that too late and too risky for them--and if so can I overwinter them successfully in a basement with the rootball and soil wrapped in burlap.

Specifically speaking, these plants are roses, peonies, and some perennials like butterfly bush, hydrangeas, lilacs, some salvias.

Any other suggestions are helpful as well--this is just as far as I have gotten in thinking it through. Thanks!
