This may not be what you have in mind, but since nobody has responded to your request the closest I can think of that I have heard of personally is a book Gardening in Pennsylvania by Liz Ball. It has a month by month gardening to do list. I don't quite understand your question with the year round planting schedule, unless you have a heated greenhouse with supplemental lighting. Other than that, if your plants are dormant and the ground isn't frozen I guess you can plant now.
