Pics would definitely help. But it sounds like it could be a potassium problem. I would hold up on the fertilizer until its nice and warm outside (probably about March in your area) and then I would add epsom salt and some fertilizers high in potassium. Then when April comes, start using things high in Nitrogen which will help green up growth.
Keep in mind that there might be some type of pest on it like scale that could be causing the problem. And overwatering can cause this too.
Queen palms are very easy to keep alive, but very difficult to keep looking nice!

Newer fronds are coming out pale green...some have good structure and height, others are kind of 'limp'

Full sun from mid morning to mid afternoon. Our backyard faces south-southeast with filtered sun in the morning and afternoon from surrounding trees. It's been pretty overcast the last month and we've gotten quite a bit of rain (makes up for this past summer)
