need help with palms

I beleive that I have a Phoenix dactylifera. It had been potted in a 20" pot and stays out of doors. I live in northern Israel where the weather gets cold enough to snow and hot enough to melt wax. I have had the plant one year and it's leaves get dried and curly. I just cut all of the ends off..is that ok? It also may have what I have been reading about...rust spots.... how much should I water it? I give it a gallon of water about once a week. Should I be misting?

I have another palm type plant which I cannot ID, and it seems to be suffering from the same problems. It is a real slow grower..

Photos always help. I'm sure someone here can ID the palm and issue.

If the tips are getting brown it is not really a problem for the overall health of the palm, but if it occurs on the top fronds (the newest fronds) then it could mean something is wrong.
It's possible that you have too much salt building up in the pot. To fix that you can just water really well. First make sure it's dry and make sure that the water drains out of the pot very well. Once those 2 requirements are met, soak the plant with lots of water and then let it dry out. The fronds that are damaged will not recover but the new fronds that emerge should be green!
