Survival and help with Cold weather Palm tree?

This is the first time I have seen this on my Palm Tree. What is it? Is it normal? Also what can I do to assist and speed up the growth? I use a Palm feed that I sprinkle on it every year at the beginning of the year...This tree is 4 years old...The trunk is strong looking, just would like to nuture it better and know what this other stuff is growing out of it...thanks for your help and comments:) Mayhem. Does anyone know how I can attach the pictures of it for your review?
