Sylvester Palm Problem

I am new to Florida and Palm trees. My Sylvester Palm is having problems. I have researched online and believed it was due to cold damage due to the tough winter. I followed the recommendations and sprayed with copper fungicide at 10 days apart. I am beginning to worry there is something else going on. Any help would be appreciated. I have posted a pics.
