Are they dead yet?

This past winter was colder than usual. As a result my 4 year old in ground Windmill Palms was severly damaged. All of the fronds are brown and the heart pulled out. No new green growth yet. How long should I give them to recover before I consider them dead?

The only way I could see those temps damaging windmills are if they were REALLY wet. Anyone else have a different idea? Sometimes they can be slow to recover. What I did with one I had in the ground was dig it up and pot it. It made a really nice recovery. I know some do not like this method, but it worked for me. This happened 2 winters ago and the palm is now doing great.

My 7 foot windmill lost all it foliage. The main reason I think was it was enclosed with no light. After I opened up the enclosure anything that was green turned brown. Even the new fronds coming out the center. I dug it up in April and stuck it in a big pot. About three weeks ago new growth started to emerge. I never had any spear pull.
