Is this a "windmill" palm?

I have a property with this palm. Browsing through the web I am thinking this is a Trachycarpus fortunei aka windmill palm, is this correct?
Next question is how to best prune the dead branches draping down now. One of my neighbors said it doesn't need to be pruned the dead branches just hangs down and it forms a "skirt" and one can leave it like that and is a more interesting look. True or False?
