Question about watering

I have washingtonia seedlings and was woundering how i know when to water them or how much because i have sprouts and the base is like white to very ligt green and the leaf sprout is like a light lime green is that a sign of too much water or heat or sunlight damage? They get full sunlight and are in like a green house made from soda bottles.

The light coloring is either non active(photosynthesis)
parts of the palm or has not greened up yet...basically the same
for the leaves although they would be active and will green up in time.

Let them dry out a little between waterings.
