I love that Jubaea! Mine is terribly SLOW. I planted a tiny seedling in December 07. It's been 4 years and it's just now showing ribbed strap leaves. I'm hoping once it begins to grow split leaves that it will speed up a little more. Do you know of a place where E. Horridus is selling for a reasonable price? I've only seen them sold for forbidding prices.
You might try extra fertilizer, central. Its been my experience that young tropicals in California need a boost or they tend to sit and sit...and sit. A regular dose of fertilizer breaks the ice many times.
