Help IDing brown bumps on Sago Palm leaves underside (scale? sap?

I've been searching all corners of the internet and only scarcely see my problem mentioned , and never conclusively or adequately explained.

The picture should do all the talking , the problem (if it is a problem) , is severe.

Is it scale ? Most pictures and descriptions of Asian scale show it as white and shaped and clustered differently?

Sap? There is definitely a lot of sappy stickiness around these affected areas.

Seeds ? Doubt this but one responder on one forum said this.

I can't believe someone thought those were seeds. Seeds on sagos are orange and are almost 3 inches in diameter. Those are the typical brown, round scales. You don't hear much about those because they aren't such a bad problem. Spray some horticultural oil directly on the scales and it will smother them. If you do, use it first thing in the morning because it will burn if used closer to noon time. You can also use twice brewed coffee as a direct contact spray of you don't like the oil.
