I agree, it sounds like your palm (if a true palm tree) is dead. They cannot be rooted by cuttings and palms only have one growing bud which means that the palm will be dead if the growing bud is killed completely.

Palms ike good draining soil that is moist, but not wet. Some palms handle moisture better than others.
