Awesome pic! The sago may not be in the best health, but definitely still a pretty cool looking potted plant!
The problem with sagos is they love to get some heat, they don't make good long term indoor plants and prefer to be let outside. I've had the best luck with sagos when I bring them outside for the summer and bring them in to a cool room during the winter to keep them from growing indoors during the winter time.
Since yours looks to have spent it's entire life indoors, it might have a hard time adjusting to outdoor life so if you do decide to bring it outside next summer, make sure to keep it in shade until it starts making new growth. Sagos grow in flushes so they will put out all their fronds for a season within a few weeks time, but when they spend half their lives indoors and the other half outdoors, the time when they make a new flush can be kind of random.

My wife likes it the way it is but I may put it outside next summer. I will have to watch it because our high dry Colorado climate is certainly not like that in Sugarland.

If you give it a high dose of nitrogen fert..most people use lawn fert. it will make it flush. Just be careful not to burn it up in the process. Might want a bit bigger pot as well I can't tell how deep that is.

I decided to repot this cycad. It had a huge white tap root coming through the bottom of the pot so I got a 4 in x 4 in x10 in deep pot on eBay sold for cymbidium orchids.

Today I notice some new, fuzzy growth in the center of the crown of the plant.

I knew they were supposed to be in deep pots but I could never find a proper one.
