It looks like a regular caerulea to me as well. I looked up Waterloo Blue and found this description at Lazy SS Farms:

Passiflora caerulea 'Waterloo Blue' Hardy Passion Vine, Waterloo Blue Z: 7-10
Beautiful sky blue petals corolla against fringed white petals. A profuse bloomer with a soft fragrance followed by yellow-orange fruit. Deep green, finger-like foliage. Host plant for the Gulf Fritillary Butterfly. This is our possibly our personal favorite. Extremely vigorous and beautiful!
Soil: Well-drained H: 30' W: Varies w/ support B/M: Blue and white/7-9

That one's got far less white in it than most caeruleas I've seen. Mine are lighter in color as well, but then again, that's just mine. Might get some interesting crosses out of that one...

"Angelo Blue" is a amethystina x subpeltata hybrid. No caerulea in it at all. "Waterloo Blue" is simply a selected cultivar of regular caerulea.
