P. incarnata seedlings--stalled

Howdy........I have a half dozen P. incarnata seedlings that sprouted for me about three weeks ago. They're in individual 3" pots, sitting on a heat mat, under fluoros. They shot up about 2"-3" initially, and now they're just sitting there, totally uninspired, it appears, to grow one leaf more. The medium is coir and sand. I've been feeding them with a little diluted fish emulsion every other watering. Do I need to pot them up in a richer medium at this point? Do they need more warmth than a heat mat provides? Other ideas or suggestions?.........Many thanks!
