Blue Bouquet - invasive, or should it be potted?

Hi everyone - I just bought 'Blue Bouquet' to attract butterflies, as part of my extensive native and drought tolerant re-landscaping, and have a fence in the back garden. The spot is sunny, but I'm in the coastal fog zone. Never too hot, no frost, rain in winter only, and very hard clay/silt about 3' down.

After reading the posts here, I'm concerned this passi will sucker all over my garden. Rather than put it in the ground, can I grow it in a large pot that's not sitting on soil? How drought tolerant is a passi once established, and how often should I water, if the pot is large?
