P. edulis, caerulea

I purhcased one specimen each of very rootbound edulis and caerulea in 3 inch pots. Each had about 16-18 inch leaders, and smaller side shoots. I have transplanted them into optimal soil, and after three (or more) weeks, have seen very insignificant growth, (only getting 8 strong hours light / day (question # 1, is this amount of light too little?)). The caerulea had two sizeable flower buds when I received it, and the edulis has now developed swelling flower buds, question # two - should I pinch off these flower buds to maximize vegetative growth so early in the season??
