I have a passion vine here in -20 F (denial) weather with some mulch that comes back every year and grows about 15 ft tall up our windmill. It dies to the ground and comes up around late may. the flowers are purple. does anyone have this?

Sure, a lot of people have them. It's official name is passiflora incarnata and its popular because of both its hardiness and its edible fruit. It's often crossed with other passiflora species to produce interesting hybrids. I myself have have a dozen cuttings I'm in the process of rooting right now.
