Sounds like you have some sort of insect infestation. Check the leaves very carefully- Some of my incarnatas are succeptable to spider mites- those little buggers are tiny tiny tiny! They're also quite hard to kill.. Look for them on the undersides of the leaves, and look for their webs. If they're there, I've had limited success with Safer insect soap- But you have to stay on it as new eggs will hatch.. I'd pick 1 day & spray them that day every week for about 6 weeks... Which *should* kill all the little bastards. Or at least slow them down enough that the natural predators can get them.

As for the no flowers- maybe it's not the right time of year, maybe they're growing roots, maybe they're busy fighting that infestation (whatever it is).. They'll bloom when they want to.. Nothing I've ever heard of can "induce" flowers.
