Great plant but no blooms this year. . .

I've got an Incense (I'm in Austin, TX) that climbed and bloomed last year, but this year it is only climbing so far. Should I fertilize? If so, with what? It looks great, but I thought I'd be seeing buds by this point, if not blooms.
