Questions about incarnata from a newbie

I am new to passiflora and have a questions. Several threads have mentioned that it is HIGHLY invasive. Is this from the seeds of the fruit or does it spread underground from the roots. I have seen the word 'tuber' mentioned. Exactly what is the root system of passiflora incarnata? I have seen some blooming in the ditches near my subdivision. Last year I saw one in bloom in this same ditch but the county's mowers cut it down the next day. This year there are several blooming. Is it ok to try to dig one and if so, I need to know about the root system--tuber, fibrous roots, long taproot or what? When is a good time to try to dig one? I am afraid that the mowers will cut them down again soon. Thanks for any help.
