Drunken vandals thought it amusing to rip my thriving p. caerulea off our garden fence. It was one of the prides of the neighborhood, with people coming by constantly to praise it -- and now to offer condolences.

At least they didn't rip the whole thing out of the ground.

All that's left is one long, thick stem with no leaves (much less buds), except for some foliage on the bottom, protected 1-2'. The sad, naked vine is scratched and injured. I've stretched it out along the fence, but it's difficult to imagine it doing anything. Should I cut it back? This isn't the time I would normally cut it back, of course, but would it help to stimulate new growth? I'm not 100% sure it's winter-hardy anyway, but I wanted it to get as much growth in as possible (and it's well-protected in the soil, behind a wall.)
