The question is, was the mother plant in Costa Rica seen to have flowers? Some Passiflora from seed never flower. If it is known to flower then of course the cuttings should. Feed it with high potassium fertilizer & grow in a clay pot to improve nutrient adsorption. A picture of the foliage would be of interest.

I've got two that have never flowered for me. One is an edulis the other, who knows...

One is over three years old the other is over two years.

The edulis grows huge glossy leaves that no one believes can be real.

I've tried fertilizing, stressing, overwatering, underwatering....you name it....some of them are just stubborn.
