Hi raptor, I also live north of Atlanta, and you're right, we've had a lot of rain.
When I plant my peonies, I amend our GA clay soil with a lot soil conditioner and composted manure. I also add some bulb food to the planting hole, but be sure to not let it touch the roots.

Planting the peonies in a raised bed would be a good idea, so that they don't rot due to soggy soil. We have a minimal chance of rain, and our temps are warming up into the 50's for the next few days, so it will be great planting weather.

If the tree peonies are grafted, be sure to plant the graft union 4-6 inches below the surface. For the herbaceous peonies, the pips should not be planted deeper than 1-2 inches below the surface. Hopefully, the ground isn't frozen, and you can get them planted soon. Best of luck with your new plants.

If your soil is acidic, add a few (2-3) tbsp of lime into planting holes for tree peonies. i f you can access green sand, addition of this can also help to amend your soil to drain better.

thanks guys I got my trees planted and I dug quite a hole and filled the bottom with gravel and small amount cottonseed meal and existing soil then mixed all together. Next I amended the existing soil with a touch of lime and mer grow garden soil. Covered the roots and up to the base with amended soil then mulched the areas with composted leaves from my compost pile just not very thick then watered the areas even tho the ground is still very wet but not soggy. Normally I would wait a couple of days and let the ground dry some but with these plants I don't have that luxury. Thanks for your input and suggestion they are VERY WELCOME!!!

If you click on the link below, you will find an excellent explanation of green sand. If you cannot access greensand, an alternative is Azomite. But if you have neither, compost and coarse sand will be good enough for peonies.
