Getting Japanese beetle grubs from around peonies

Grandma has had peonies in our summer home for 25 years and for 25 years she's seen them bloom and then get devastated by JB. Spray on the flowers doesn't work when you're not around to re-apply after rain (plus the JB just circle the bush and come back). I started using JB bag a bug traps 3 years ago and there's a 50% decrease but still, too many JB. I read the JB lays eggs underground around the plant so the JB which are there actually haven't flown in from around the area.

If this is true, how do I get to the grubs without digging holes around the peony and potentially damaging it? FYI, grandma has made me run over the bushes with the tractor every fall so i don't exactly know where the bushes are until they start sprouting again in the spring. Is chemical pseticide the only route?
