germinated peony seeds care

Tow seed started germinating about 2 months ago. the root can be seen through the bottom of the pot. One of them(wild peony - Paeonia mascula) is in a 4" deep pot filled with standard potting soil which contains some amount of slow released fertilizer and the other (herbaceous peony - Paeonia lactiflora) is in a small 2" pot with a mixture of 50%-50% the same soil as the first one and coco fibers. they are both dormant right now.
I want to keep them in a container as long as possible though I understood they need to be planted outside at some point. so who long can they live in a container?

When is the best time to transplant them into a larger pot and how large should it be?
what is the best soil for them in a pot and what is the best for outdoor planting?
