is it still alive?

I had just bought the replacement peony rhizomes--Sara Bernhardt, and was digging around where the Bouchela had been planted, when I saw fine white roots and some red clove shape things on the underside of the old rhizome. Are these the eyes that would give rise to the new plant? If this rhizome is still alive, why are the roots so fine and shallow? Shouldn't they be deeper to support a 2-3 ft. plant?

Also, would peonies spread like most bulbs, or would I only have one plant? (I'm wondering if I should return the replacement rhizomes.) Thanks.
