Can tree peony seedling regenerate a leaf after frost damage?

My tree peony seedling have been germinating since the middle of February, some before then, and I'm seeing a couple of them with damage on the first leaf, perhaps due to the constant freeze thaw cycle.

Will these seedling be able to regenerate another leaf since they haven't really put out that much growth?

The problem is that the ones I'm seeing coming up are the ones that were planted earlier in 2011(not as plentiful) so I'm worried that none of the ones planted around september or so might take another year before they start sprouting.
