Spring planting

I just picked up some mixed peonies and they look very healthy at this point but I'm curious about planting. First, I was told they can be planted at any point basically after the ground is no longer freezing and has dried out a bit/is no longer soggy....Is this correct? If so then I should be able to plant them in about a month, what would be the best method of keeping them healthy until that point? I was thinking of potting them up and keeping them on a protected porch, it gets quite cold there but never completely freezes. If I do that I'm curious how much I should water them? None of them are completely sprouting yet, but I can see a couple are starting so I don't feel good leaving them in the peat most and bags that they came in. Any help would be greatly appreciated!
