Will my first-year plants recover from freeze damage?

I planted 10 peonies last fall in hopes of having a beautiful summer display in 5-10 years. However, we have had some of the highest average January temperatures in the last 30 years, and so my plants woke up early. Since January, we have had 2-3 weeks of bitter cold and wind, with a few nights in the teens and single digits, and wind chills below zero at times.

Most of them were barely pushing crowns up, and they seem OK. However, two plants that had sprouts up 8-12 inches now look pretty bad.

Have you had this experience before. Do they come back by pushing new shoots? And since this is the first year, will they grow at all?
