Peony question

I planted 4 peonies last fall (Karl Rosenfield, Sarah Bernhardt, Festiva Maxima, and Sorbet). All of them began sending out beautiful green new growth a few weeks ago. They are now about 12"-18" high. All, that is, except for Karl. He has done nothing. He does have 3 dark pink buds (I guess they are eyes?) that seem to be kind of swollen. Is that just wishful thinking on my part, or has he passed on?

If he has 3 dark pink swollen buds, I would think that he should be fine. Might he have been planted a little deeper than the others? or maybe in a location that gets less warmth from the sun? Sue

Update: It's got the tiniest little bit of leafy growth as of yesterday. I guess it was just slow to wake up.
