What is the best fertilizer program for peonies and fertilizer?

| Please help.
I am just starting to see bud developement on my tree peonies.
Is now the time to fertilize?
What is a good recommended product to use?
Is it better to use organic such as cow manure, or compost?
Should I use a good synthetic one?
Please help me so I can get started asap.

| I prefer to maintain my planting beds year around with the addition of finished compost spring and fall. If I had a cow and composted her manure I would use that also when ready. I have never agreed with adding a fast acting chemical fertilizer when I thought the plant needed a boost during the season. Al |
