Peony?

My mom gave me a single peony two years ago. First year it did soso, last year it grew big and never flowered. This year i see its eyes coming out of the ground. My question is -- It really never gets to cold here, and i have read that they have to have cold to bloom. Can i ever expect blooms, if i dont dig up and ref. it?????

If you wash the soil off the top of the plant till the buds are exposed to air temperature, you should get enough chilling. About 400 hours minimum is required. Al
