Tree peony or regular? I'll assume regular. Plant with the buds barely below the soil surface. They might flower this spring, but probably won't. Best to plant them in autumn so they have some roots by spring-time, then you are more likely to get flowers. Sometimes it takes two or three years to get flowers while the plant establishes roots and builds strength.
