I'm in Elizabeth Co and have seen no growth at all except for the tiniest pip on my very early peonies. I'd wait a while before replacing your roots, they're probably fine. Since yours were so well established they'll probably come back just fine.

I'm in KY, but am just the last few days seeing growth on my early peonies, none yet on my later ones. Peonies are so very hardy, I can't imagine yours being dead.

your peonies are just fine. my dad used to mow over my mom's peonies every summer & they came back just fine in the spring. & we are in zone 5. just give them some more time as this spring is a little longer in coming than in past years. & having been planted 24 years ago, they are very well established so no worries, they will come back.
