Do I need to replace my peonies?

I planted 5 different varieties of peonies about 24 years ago when we moved into our house (Littleton, Colorado). I had gorgeous flowers every year after I planted them. Last year I asked my husband to trim the plants after blooming (in early June); however, he misunderstood and cut them back (the spent flowers and foliage) to about 6 inches. It is now mid-March, and there is no sign of growth on any of the plants. We have had alternating weather (warm and then cold, a few inches of snow) the past few weeks, but in the past, there usually is some sign of green growth coming up by now. Should I wait a few more weeks or dig them up and replace them? Please let me know.
