Should be fine. However it does not sound like it established a root system last fall. Any blooms it would have may be at the expense of the plant's health.

Normally a peony when planted in the autumn will send out fine white at first roots. These roots grow and mature during winter when the rest of the plant is dormant. Since the animal was able to tear it from the soil the roots, if they had formed, were damaged and the plant will have to expend it's energy building new roots. The new roots are essential because they take the nutriants from the soil to build next years flowers. If you want to have it flower to establish that you did receive the correct plant, cut the flower stem when the bud is in a soft marshmallow stage. The bud feels like a marshmallow when squeezed.
