lifting peonies

My mother has 3 clumps of peonies that are well over 30 years old. About 15 years ago they built a new garage and she transplanted them to the neighbor's beds until construction was done. I think she left them there for 3 or 4 years and then transplanted them back. Two of the clumps are red and the other is a light pink. They have not bloomed the last 3 years. From the research I have done on here, it seems like they are probably too deep now since the plants themselves come up fabulously, but haven't formed buds.

What do I need to know/be aware of when we raise these this year?

Your guess is probably correct, but sometimes it can also take a long time for plants to recover from a couple of moves. Maybe they will bloom this spring.
