Older Peony Plants Not Blooming

There are several older peony plants on my property(don't know how long they have been here. Only one or two of the plants actually bloom each year. Is there something I can do to get the others to bloom? Any help would be greatly appreciated.

Are they possibly getting too much shade?

A friend on mine had a 'row' of peonies, and as a tree in her yard matured, it caused many of them to quit blooming entirely, and the ones farthest away just had a few blooms.

My second guess is that possibly they are too deep if they have been mulched over the years, or if compost has been placed on top of them repeatedly.
