The bloom was determined last year so nothing you do now will make any difference to the bloom. But moving and splitting now will definately destroy any chance for you to see a bloom this year. Is this a tree peony or regular(died back to the ground) type? How deep is total shade? Does any sun reach the spot? Kari these are questions we need to have answered before any one can really answer your questions. The best time to move and split is fall not during posible active bloom.
