Zone 5 peonies only an inch tall.... is this normal?

Some of my peonies (3 gal potted) that I planted last fall are only an inch tall. Is this normal for zone 5? Some of the old ones are already knee height. I'm starting to worry about them.

    As long as you see the pips showing, I believe that your plants are doing fine. Some varieties take longer to break out of dormancy. For example, I planted Nick Shaylor next to Amalia Olson. NS is already more than a foot high but AO is showing just a couple inches.

    A lot of mine are at the same level. The soil temperature is still barely above freezing up in upstate NY so you can expect it to still look like winter outside with the exception of the snow.

    Right there with you, Joopster! Some of mine are the same way, completely normal for zone 5.
