Help! must transplant tree peony soon!

Hi, we just purchased a home we will be renting out and so I need to move a tree peony now! It is not in the best of condition, will it be worth it? We have the means to dig up with equipment, we'll wrap the root ball and transport carefully. We'll amend our very well drained soil also. with compost. This bush has lots of lower dead branches but the upper part of the plant seems ok, it even has some buds on it. Does this mean it's a weak plant? When should I prune those lower dead stuff off, wait til fall? Or can I do it after transplanting? it looks terrible!
