How do I sterilize peony seeds with bleach?

Hi, the seed frequently gets moldy before it sprouts, so how do I sterilize the coat with bleach? - How much bleach, per how much water, and for how long. Also, the seed sprouts better after soaking in hot water - how hot? in terms of degrees F (or C)?

The seeds should be rinsed in a 10% bleach solution and after that, clean water to remove any harmful materials such as fungi and bacteria.
