pea-sized buds.. fertilizing now?

hi guys, i've been patiently waiting a couple years now for my peonies to mature enough to produce flowers. they ahve been flowering in fits and starts - year 3 one flower, year 4 nothing. finally this year, two of my peonies have a couple buds which are pea-sized at the moment.

i was thinking about applying a little bit of high-phosphate liquid fertilizer to the roots circling the plant. of course i would keep the fertilizer away from the crown & stems..

but if it is too late to help flower-setting and would only be unnecessary or even risky i won't do it. please give me your opinions.. thank you. my first time with peonies and first time posting on this forum (i'm usually a clematis forum gal).
