Japanese Tree Peony planting depth

Hi all,

I have a few 3 year old Japanese Tree peonies (grafted) that have healthly foilage but make little permanent woody growth. They are still only about 2' tall. I think part of the problem is that I may have have underwatered them in the past (about 2 ga per week) but I also wanted to make sure I have planted them at the correct depth.

In the pic below, I carefully uncovered the union and you see several healthy roots. There is ony about 1" from the top of those roots to the soil level. It's always confused me as to how deep the union should be and I don't want to rot the existing stems by adding more. Is this about right or should I add more soil? I can easily add soil because the bed has settled and I use a ring to control soil depth.
